Design, Engineering &Technical Database: comprises of information with regard to various technical advances in terms of:
Stakeholder Profiles: This section covers the information about different stakeholders who can come together with their core competencies as a consortium to develop, implement, own and operate large Offshore windfarms. It contains the division-wise contact details about the stakeholders who are involved in offshore wind energy sector or could be prospective stakeholder. The knowledge bank also contains the information on the role of state actors and policy makers in enabling offshore projects and engagement with the private sectors.
Procedure and Permits: This section is considered as one of the important pillars to this knowledge bank. It will contain the information pertaining to permits involved in setting up of an offshore wind farm and its respective procedure to be followed for acceptance by the key stakeholders. These permits could be in respect to wind turbine testing procedures, environmental consents, standards and certification of various tools and techniques, approvals from various ministries for tele-communication, naval transportation, working with heavy marine vessels etc.
Data Bank: The objective here is to collect & present the information about-
Policy and Regulations: The objective is to collate the information on the prevailing framework and regulations under which offshore project development is taking place in different European countries. This includes measures such as tendering and bidding of offshore blocks, FiT mechanism (Feed-in-Tariff), Power Evacuation arrangements etc. This will help the stakeholders in better understanding of the mechanism followed in various European countries and their possible implementation for Indian conditions.
